CAIRNGORMS LOCAL OUTDOOR ACCESS FORUM Paper 3 – Outdoor Access Strategy – new policies 16January 2007 CAIRNGORMS LOCAL OUTDOOR ACCESS FORUM Title: Outdoor Access Strategy – new policies Prepared by: Bob Grant, Senior Outdoor Access Officer Purpose To update the Forum on the changes which have been made to the Outdoor Access Strategy since the meeting in October and to seek the Forum’s approval for these changes. Recommendations The Forum considers the additional section dealing with the management of outdoor access at sensitive sites and agrees the proposed changes. Background 1. The Cairngorms Local Outdoor Access Forum has been heavily engaged in the process of developing an Outdoor Access Strategy for the National Park. This has involved agreeing the key issues that such a strategy should address and commenting on the emerging strategy. A draft strategy was considered by the Forum at the meeting on 31 October 2006 at which the Forum proposed that a new section should be added to include the management of outdoor access at sensitive sites. 2. A small number of additional points were also raised in relation to the need to re- emphasise the strategy was not a recreation strategy as that would only be a reiteration of good practice developed by relevant governing bodies, although it was recognised that there was a need to make clear links to existing governing body policies. Changes 3. An additional section has been added to the Action Themes which addresses the management of outdoor access at sensitive sites and the draft section is shown in Annex 1 to this document. 4. In addition to the substantive change relating to managing outdoor access at sensitive sites, the opportunity has been taken to make further minor alterations to the strategy. These relate to:- • providing a clearer explanation of the respective roles of the strategy and that of the governing bodies of sports; • more up to date information on a transport audit that has been completed; • references to recent research on public participation in physical exercise; and • reference to the development of a policy on bridges. 5.
